20 counties, including Mercer, ask W.Va. SBA to fund school projects

CHARLESTON —  The West Virginia School Building Authority is being asked to fund more than $159 million worth of school construction and repair projects in 20 counties.

The requests include $15.6 million for a new Ravenswood Middle School in Jackson County and about $11 million for a Gilmer County Elementary School, the Charleston Gazette  reported. And Mercer County Schools is seeking state funding to replace Ceres School, a facility that dates back to 1925.

Projects with some financial support by a county are more likely to receive funding from the authority because the dollars go further, said Mark Manchin, the authority’s executive director.

“It’s a tough decision we have to make,” Manchin said. “Every county that asks for funding deserves it. It’s not uncommon for us to ask (counties) to come back next time.”

Also Monday, Logan County returned $9 million that the authority had awarded in 2012 to build a new elementary school. The project was delayed by selection of a site.

“It breaks my heart to give back $9 million,” Logan County Schools Superintendent Wilma Zigmond told the authority. “I thought we had a site.”

Authority members denied Zigmond’s request for a reserve grant up of to $500,000, which would have allowed the county school board to continue the planning and design process for the new school.
